Manufacturing grants in Canada: automation and productivity funding

Canadian manufacturers can fund automation, productivity upgrades, plant expansion, decarbonisation and workforce training through a combination of federal, regional and provincial programs.

Who qualifies

Manufacturing programs generally require an incorporated Canadian company with a production facility, payroll and financial statements. Beyond that, eligibility is driven by what the project does rather than what the company makes. Programs fund three things well: technical development that carries risk, productivity or capacity improvement with measurable outcomes, and emissions reduction. They fund routine replacement of worn equipment poorly.

The most common disqualifier is timing. Most contribution programs will not reimburse costs incurred before an agreement is signed, so a purchase order issued during the application process can remove eligibility for the asset it covers.

What it funds

Technical development. NRC IRAP cost-shares salaries for engineering and technical staff and contracted development work on new products and processes.

Large industrial projects. The Strategic Innovation Fund supports substantial industrial investments, generally where the project is transformative in scale rather than incremental.

Regional productivity and capital. Regional development agencies fund automation, plant expansion and productivity upgrades, usually as repayable contributions. In southern Ontario this is FedDev Ontario; in Quebec, CED for Quebec Regions.

Decarbonisation. Industrial electrification, heat recovery, efficiency and emissions reduction projects are covered under clean technology grants.

Workforce. Employer-directed training grants cost-share upskilling for production and maintenance teams. See training grants, the Canada-Ontario Job Grant and Student Work Placement.

Tax credits. SR&ED supports qualifying process development. Broader incentives are described at tax credits and incentives.

Capital. Where no contribution fits, equipment financing, BDC loans and the Canada Small Business Financing Program cover the gap.

Deadlines and intake

Innovation contributions are continuous intake but gated by advisor engagement, which takes weeks before a proposal is invited. Regional productivity programs are usually continuous but subject to annual budget exhaustion. Provincial capital and decarbonisation calls are episodic and short. Tax credits follow the corporate filing calendar. Equipment lead times, which for production machinery can run several quarters, should be planned around approval dates rather than the reverse.

How CFP helps

Canadian Funding Partners builds the funding structure for a capital or automation project before commitments are made: which costs go to which program, which portions are repayable, how stacking limits apply, and where the SR&ED boundary sits. We prepare the technical narrative, work breakdown and budget that assessors score. Technical eligibility opinions, tax credit claims and contribution agreement review are handled through independent partner engineering, accounting and legal firms; CFP does not provide those services itself.

Provincial context is covered in Ontario business grants, Alberta business grants, British Columbia business grants and Quebec funding programs.

Frequently asked questions

Is there a single manufacturing grant in Canada?

No. Manufacturers assemble support from several programs: federal innovation contributions for technical development, regional development agency funding for productivity and capital, provincial investment programs, workforce training grants and R&D tax credits.

Does buying equipment qualify for a grant?

Off-the-shelf equipment purchased for ordinary capacity rarely qualifies on its own. Equipment tied to a defined productivity, automation or decarbonisation project, with measurable outcomes, is far more likely to be supported, often as a repayable contribution.

Can automation projects qualify for SR&ED?

Integrating standard equipment generally does not. Where the project requires resolving genuine technical uncertainty through systematic investigation, the associated work can qualify, and the boundary should be assessed before the claim is prepared.

What is the difference between a grant and a repayable contribution?

A grant does not have to be repaid. A repayable contribution is advanced against eligible costs and repaid on agreed terms, often interest-free and sometimes conditional on project outcomes. Most large manufacturing capital support is repayable.

Can training for plant staff be funded?

Yes. Provincial employer-directed training grants cost-share upskilling for production and maintenance staff, and federal student and youth subsidies reduce payroll for entry-level technical hiring.

When should a manufacturer start a funding conversation?

Before ordering equipment or starting construction. Most programs will not fund costs incurred before approval, so a signed purchase order can disqualify the very project the funding was meant to support.
